Res 102 DESCRIPTION OF DEPARTMENT
Res 102.01 Department. The department of resources and economic
development is under the executive direction of the commissioner, and consists
of a division of forests and lands, a division of parks and recreation, a
division of travel and tourism development, and a division of economic
development. The descriptions of the
divisions that follow below are not exhaustive and simply describe the main purpose
and scope of each.

Res 102.02 Office of the Commissioner.
(a)
The office of the commissioner shall include the commissioner and 2
sections which shall be directly responsible to the commissioner.
(b)
The commissioner shall be ultimately responsible for organizing and
directing all department policies, activities, projects and programs. Directors of divisions shall be subject to
the supervisory authority of the commissioner who shall establish policy as
well as to control the actual operations of the department and its
divisions. Rulemaking authority for the
entire department shall be vested exclusively in the commissioner. As authorized by RSA 12-A:1-d, the
commissioner shall have police powers and shall confer same upon certain
individuals in the department of resources and economic development.
(c)
The business management section shall be responsible for all financial
accounting for the department, human resource management, data management,
information technology management as well as management of the department's
warehouse and supply depot.
(d)
The design, development and maintenance section shall be responsible for
all the engineering and construction needs of the department. The section shall also administer all
contracts necessary to adequately maintain and construct department facilities.

Res 102.03 Division of Forests and Lands.
(a)
The division of forests and lands shall be responsible for the
maintenance, protection, conservation, multiple use, and rehabilitation of
forests for social, economic and environmental benefits. The director of the division of forests and
lands shall be responsible for the execution of all matters pertaining to
forestry, forest management and forest lands within the state. The division shall consist of 5 bureaus which
shall be directly responsible to the director of the division of forests and
lands.
(b)
The forest protection bureau shall be responsible for fire detection,
prevention, presuppression and suppression in all

The forest information and planning bureau shall deliver information to
the general public, landowners, homeowners, communities, and professional
resource managers and educate citizens about the value of forest resources and
forestry. The bureau shall be
responsible for the management of

The land management bureau shall be responsible for acquisition of land
for expansion of the state reservations and state easements. The bureau shall also be responsible for the
disposal of land surplus to the department's needs. Also, the bureau shall maintain the entire
department's land records and maintain and survey boundaries of all department
properties. Mining permit programs,
special use permit programs and leased lands shall also be administered by the
bureau.
(e)
The forest management bureau shall be responsible for the forest
management of all reservations and forest lands under the jurisdiction of the
state. The bureau shall also be
responsible for the cultivation and the sale of seedlings through the state
forest nursery and the research, demonstration, and promotion of scientific
forestry through the Fox Research Program.
Also, the bureau shall maintain oversight and protection of rare and
imperiled native plants through the natural heritage inventory program.

Res 102.04 Division of Parks and Recreation.
(a)
The division of parks and recreation shall be responsible for managing
the state park system, including recreation areas, a state ski area, historic
sites, trails, and natural areas under the division's jurisdiction. The director of the division of parks and
recreation shall execute all matters pertaining to the administration and
operation of recreational facilities and services for public use on lands under
the divisions jurisdiction. The division
shall consist of 3 bureaus which shall be directly responsible to the director.
(b)
The trails bureau shall be responsible for programs relative to off
highway recreational vehicles, state-owned multi-purpose recreational trails,
the New Hampshire Heritage Trail, and New Hampshire Conservation Corps
programs.
(c)
The parks bureau shall be responsible for the development,
administration and operation of recreational facilities and services for public
use on all public areas of recreational significance such as state parks,
forests, reservations, and historic sites.

Res 102.05 Division of Economic Development.
(a)
The division of economic development shall be responsible for planning
and conducting programs to attract industrial concerns to the state. The director of the division of economic development
shall execute all matters relative to planning, developing and maintaining
programs relative to maintaining existing industry, expanding existing industry
and the development of new industry in the state as provided in RSA 12-A:22.
The division shall consist of 2 subdivisions which shall be directly
responsible to the director.
(b)
The office of business and industrial development subdivision shall be
responsible for all matters relative to programs for maintaining existing
business and industry, the expansion of existing business and industry as well
as the creation of new business and industry in

tourists, visitors and other interested parties to the state. The director of the division of travel and
