The Water Supply and Pollution Control Council was renamed the Water Council pursuant to 1996, 228:6, effective 7-1-96. Rules remained in effect as rules of the Water Council pursuant to 1996, 228:112, II, effective 7-1-96.

Powers are specified in RSA 21-O:7, III-V, pursuant to 1996, 228:7, effective 7-1-96, including hearing and deciding all appeals from department decisions relative to the functions and responsibilities of the Division of Water, other than Department decisions made under RSA 482.
