ANALYSIS
This bill requires the department of health and human services to ensure that the automated system of reporting child support delinquencies meets, but does not exceed, federal guidelines. The bill also directs the department to provide the amount of the arrearage to the requesting agency.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to criteria for reporting child support delinquencies to federal agencies.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Duties of the Department of Health and Human Services; Child Support; Compliance with Title IV-D of the Social Security Act. Amend RSA 161:2, XIV to read as follows:
XIV. Child Support Program. Establish, direct, and maintain a program of child support based upon Title IV-D of the Social Security Act as amended. The commissioner is authorized to enter into agreements with any individual, state or local agency or governmental body and may employ such assistants, including, but not limited to, persons with legal training who are not licensed attorneys, as may be necessary to carry out the purpose of this paragraph. The department shall maintain an automated system of reporting child support arrearages that complies with the federal guidelines on child support delinquency and shall not report as delinquent any arrearage that does not meet the federal threshold. The system also shall report to the requesting agency the dollar amount of the arrearage if the account is delinquent.
2 Effective Date. This act shall take effect 60 days after its passage.
