STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT establishing a commission to identify barriers to and solutions for electric vehicle sales and use.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Commission to Identify Barriers and Solutions to Electric Vehicle Sales and Use.  Chapter 4-G is repealed and reenacted to read as follows:

4-G:1  Commission Established.  There is established a commission to study the barriers to electric vehicle use and sales in New Hampshire.

I.  The members of the commission shall be as follows:

(a)  One member of the house of representatives, appointed by the speaker of the house of representatives;

(b)  One member of the senate, appointed by the president of the senate;

(c)  One member of the house of representatives, appointed by the house minority leader;

(d) One member of the senate, appointed by the senate minority leader;

(e) One member appointed by the commissioner of the department of environmental services;

(f) One member appointed by the commissioner of the department of transportation;

(g) One member appointed by the commissioner of the department of education;

(h) One member representing Clean Energy NH;

(i)  One member representing the Alliance for Automobile Innovation; and

(j)  One member representing the Automobile Dealers Association.

II.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III.  The commission shall study the barriers to the use and sale of electric vehicles in New Hampshire and propose potential solutions.

IV.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Four members of the commission shall constitute a quorum.

V.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before December 31, 2026.

2  Repeal.  RSA 4-G:1, relative to the commission to identify barriers and solutions to electric vehicle sales and use, is repealed.

3  Effective Date.

I.  Section 2 of this act shall take effect December 31, 2026.

II.  The remainder of this act shall take effect upon its passage.
