STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to requiring agencies and their contractors to accept cash payments.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Cash Payments.  Amend RSA 21-G by inserting after section 6-b the following new section:

21-G:6-c  Cash Payments.  The head of any state agency or department, any authorized employee or agent of the head, their contractors and subcontractors, shall accept cash at all transaction points for any payment administered by such commissioner or collected by the department.  No additional fees or fines shall be assessed on cash payments made in full.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

The Department of Administrative Services states this bill mandates state agencies to accept cash payments without imposing extra fees or fines.  This requirement necessitates new procedures at each payment location, such as terminals, designated staff, security, cash handling, banking, and accounting.  Most state agencies currently only accept credit card payments online, with some already accepting cash in public settings like state liquor stores, parks, and toll booths.

 

The fiscal impact is indeterminable due to limited information on agencies currently accepting cash, transaction volumes, and existing infrastructure. Consequently, the Department of Administrative Services cannot estimate the bill's fiscal impact or the changes in state expenditures.  Importantly, the bill lacks provisions for adequate funding to cover the expected costs for agencies that currently don't accept cash, necessitating changes or new positions.


Lastly,
while there might be an increase in revenue due to the mandated acceptance of cash payments, this increase may be partially offset by the absence of fees or fines imposed on complete cash payments.

 

It is assumed the fiscal impact will not occur until FY 2025.
