Committee Function:
It shall be the duty of the Committee on Ways and Means to examine and consider the state of the treasury; to consider and report on all bills and resolutions relating to raising money by a state tax and the apportionment of same; matters relating to taxes and fees on tobacco; all dedicated funds except for the highway and turnpike funds; state fees, and all methods of raising revenue for the state; and such other matters as may be referred to it. The Committee on Ways and Means shall report to the House in the form of a resolution its estimates of state revenues on a periodic basis.

Personal Biography
Fred Plett has an MBA Summa Cum Laude - Babson College, and an MSEE and BSEE with a concentration in Power Engineering from Northeastern University.

* He has served 2 terms on the Science, Technology and Energy Committee of the NH Legislature, the second term as Clerk of that committee.

* He worked as a Utility Analyst for the MA Attorney General Office of Ratepayer advocacy, in which capacity he served as End User (Consumer) Vice Chair for NEPOOL, as a Board Member for the Northeast Power Coordinating Council and as member of the Member Representatives Committee and Vice Chair of the Standards Committee of the North American Electric Reliability Council.

*He led a team of consumer advocates and State entities in a successful effort to provide transparency to the Transmission formula rate filings of the New England Transmission Owners (FERC EL16-19).

* He served as an East Central US Regional Sales executive for the Electric Power Research Institute calling on TVA, American Electric Power and 20 other major US utilities.

* He served as international marketing and government affairs liaison for AlliedSignal (now Honeywell) promoting energy-efficient technology to the utility industry & key government authorities.

* He served in several capacities for Public Service of NH ending as Assistant to the President. He led teams of 40+ people for major regulatory cases. He wrote the financial model used for Seabrook finance. He led several rate cases.
Local Government Involvement
• Hillsborough County Master Plan Committee, 2007. HC Delegate 2018-present, Building Committee Chair.

• Goffstown Charter Commission - 2004, (Corresponding Secretary). As such, did the bulk of the work on the Charter, the Final Report, and the Minority Report.

• Solid Waste Commission. 2003-Present, Chair 2005-2010. Presented to Selectmen, community leaders and the community, and passed single stream recycling, which has saved the town over $130,000 per year, and it is popular and successful. Presenting to the Selectmen currently bids that will result in an additional $100,000 per year savings.

• Capital Improvement Committee, 1986-1991, 1995, 2002-2010, and CIP Chair 1991, and 2004-2007.

• Planning Board 1983-1991; and as Chair 1984, 1985.

• Zoning Update Committee, 2000-2001.

• Budget Committee, 1995-1997, 2020-Present, and Vice Chair in 1996, 1997 and 2021.

• Master Plan Update Committee (twice).

• Goffstown Cornerstones project Secretary.

• Moderator Pro Tem - Goffstown Ballot Determination Meeting, 2007, 2010.

• Assistant Moderator from 2002- 2020, at ballot determination hearings and at the polls, - ran the elections in Pinardville for three years.

• Assistant Moderator for the School District, 1997-2020.

• Mountain View School Building Committee.

• 24 / 7 Fire EMS Committee – 2006.
